Research Characteristics 研究の特徴

When addressing development challenges, it is essential to understand the historical and institutional contexts in which each country’s policies emerge, as well as to re-examine them through international comparison. By exploring these backgrounds, we gain deeper insight into why certain policies were needed and what kinds of changes they have produced.

My research focuses on empirically examining how institutions and policies influence society and the economy, using data-driven methods. Policy evaluations often emphasize “average effects,” but averages alone do not capture the full picture.

ust as students differ in their understanding even when attending the same class, individuals or farmers may show different outcomes under the same program or policy.

• In some cases, the average effect appears positive, yet those who need support the most may receive little benefit.
• Conversely, even when the average effect looks negligible, a particular group may experience significant positive outcomes.

By carefully analysing these variations, we can identify who benefits, under what conditions policies work most effectively, and where additional or alternative interventions are needed. This perspective is critical for designing and improving future policies.

I also conduct research using Japan as a field site. This is because when considering evidence-based approaches, it is important to learn from the practices, current conditions, and challenges of Japanese agriculture, especially when carrying out practical, on-the-ground research.

Building on this approach, I am currently engaged in research that contributes to evidence-based policy making (EBPM) in the fields of agriculture, environment, and international development. Through collaboration with researchers around the world, I aim to propose policies that help realize a better society and support the sustainable development of “Spaceship Earth.”

開発の課題を考えるとき、その国の政策がどのような歴史や制度の中で生まれたのかを知ること、そして他国と比較して見つめ直すことは、とても重要です。背景を理解することで、「なぜこの政策が必要だったのか」「その結果、どのような変化が起きたのか」を深く読み解くことができます。

私は、制度や政策が社会や経済にどのような影響を与えるのかを、データにもとづき実証的に明らかにする研究を行っています。多くの政策評価では「平均して効果があったかどうか」が注目されますが、平均だけでは見えない大切なことがあります。

たとえば、同じ授業を受けても学生によって理解度が違うように、同じ制度や支援を受けても、人によって結果は異なります。

• 平均では「効果がある」ように見えても、もっとも支援を必要としている人には十分に届いていないこともある。
• 逆に平均では「効果がない」ように見えても、ある特定の層には強くプラスに働くこともあります。

こうした“違い”を丁寧に分析することで、誰にどんな支援が必要か、どんな条件のときに政策が最も力を発揮するのかを見極めることができます。これは、次の政策づくりや改善につながる、とても重要な視点です。

また、日本でもフィールド調査を行っています。エビデンスを重視した研究を実践するうえで、日本の農業の現場がどんな取り組みをしているのか、どんな課題を抱えているのかを知ることがとても大切だからです。
海外の事例だけでなく、身近な日本の農業からも学ぶことで、より具体的で実践に役立つ研究につなげています。

現在私は、こうした考え方をもとに、農業・環境・国際開発の分野で、エビデンスにもとづく政策づくり（EBPM）に役立つ研究を進めています。海外の研究者とも協力しながら、より良い社会のあり方を考え、そして「地球号」がこれからも持続可能に発展していくための政策設計に貢献したいと考えています。

Field Experiments Using Randomized Controlled Trials (RCTs)
RCT（無作為化比較試験）によるフィールド実験

I develop and apply causal inference methods based on real-world field data to evaluate agricultural, environmental, and energy policies.
Examples include assessing the environmental effectiveness of environmental policies, the impacts of agricultural technology adoption, and the effects of food-waste separation programs.

Through field studies conducted both domestically and internationally, I evaluate policy impacts and translate empirical findings into concrete policy recommendations grounded in scientific evidence.
